Background information
The Department of Health has recently carried out a large national consultation on safeguarding adults from abuse and harm (the Review of No Secrets). This consultation identified the key role that safeguarding knowledge can play in mental health services: first, in the prevention of abuse, harm and neglect, and second, in developing appropriate responses to it. The consultation responses also commented that staff working with people with mental health needs would benefit from greater training and guidance on their role in safeguarding adults.


A Key message from the review and from the participation of older people, adults with learning or other disabilities and people with mental health needs included a) Safeguarding must be built on empowerment - or listening to the victim's voice. Without this, safeguarding is experienced as safety at the expense of other qualities of life, such as self determination and the right to family life

This Programme is located within the National Mental Health Development Unit (NMHDU). It's key function is to provide high-level support to the Department of Health in developing mental health policy and the NHS and social care partners in implementation, as commissioners or providers, by means of:

  • Specialist expertise in agreed priority areas of policy and delivery;
  • Effective knowledge transfer in relation to research, evidence and good practice;
  • Translation of national policies into practical deliverables to achieve desired outcomes;
  • Coordination of national activity to support local and regional delivery.

2.    Tender brief
The project will support the findings of the review of "No Secrets"
By the provision of high-quality safeguarding materials and resources by equiping professionals and others working in mental health with knowledge and skills on safeguarding  vulnerable Adults
Raising awareness of the safeguarding role,  how  staff working in mental health seetings interfaces with other mental health staff  on safeguarding issues.
Raising the knowledge of the mental health sector nationally by developing and delivering a best Practice Guidance on Safeguarding issues for vulnerable adults.
3.    Desired outcome of the project bid

  • Best Practice Guide for all Mental Health Staff ready and approved by the 30th June 2010
  • A workbook with exercises and case studies for self studymadeavailable to Mental Health Staff by 30th June 2010 and to enable Mental Health Staff to self assess their individual learning needs (knowledge, skills and competencies).

4 (a)            Core tender brief

NMHDU invites tenders by written proposal - that should not exceed 2500 words -  to fulfil the tender brief.
Written proposal should include the following:

  • Method(s) of delivery
  • Timelines for each stage of the project.
  • Indication of appropriate stages of project to consult with client.
  • Proposed format of final report including key outcomes / conclusions.
  • Details of effective track record in successfully completing projects of a similar nature (including any supporting documents and contact details of referees)
  •  and ii) knowledge and experience of the education and training sector.
  • Approximate duration of the project.
