For: Production of high quality DVDs featuring training course on child sexual abuse for mental health professionals.
1. Background information
a) Policy implementation process
As outlined in the attached NHS Confederation Briefing, the nub of violence and abuse policy is that all mental health provider trusts should acknowledge and address the links between violence and abuse and mental ill health and, in particular:

After staff training, commence routine enquiry about abuse (in child and adulthood) in all mental health assessments; |
| - |
Establish requisite building blocks to embed violence in abuse in service delivery (in addition to staff training); |
| - |
Following disclosures, provide timely and appropriate care and support to survivors of abuse. |
NMHDU's key function is to provide high-level support to the Department of Health in developing mental health policy and the NHS and social care partners in implementation, as commissioners or providers by means of:

specialist expertise in agreed priority areas of policy and delivery; |
| o |
effective knowledge transfer in relation to research, evidence and good practice; |
| o |
translation of national policies into practical deliverables to achieve desired outcomes; |
| o |
coordination of national activity to support regional and local delivery. |
b) Two day ‘training the trainers’ course
Day One
The one day sexual abuse course is delivered to trust trainers as they will be expected to cascade the course to staff within their trusts.
Whilst the policy relates to all abuse, the course focus is child sexual abuse as the form of abuse that staff are least confident in addressing. It is essentially a didactic course interspersed with a series of (anonymised) case studies and participatory exercises.
The learning outcomes of cascaded course: Participants (mental health staff) will:

have the confidence to routinely and consistently ask about violence and abuse as part of assessments they conduct; |
| o |
have greater knowledge and awareness of the potential consequences of child sexual abuse for mental health; |
| o |
be able to respond appropriately to disclosures of child sexual abuse; |
| o |
have the confidence to apply their skills in providing support to service users who disclose abuse. |
Day Two
A flexible debriefing opportunity for trust trainers to, for example:
| o |
have their queries/concerns regarding the curriculum and/or its delivery addressed; |
| o |
have aspects of the course redemonstrated; |
| o |
learn more about aspects of the curriculum eg false memory; criminal justice system; family dynamics to give them greater authority in the cascading process |
| o |
discuss case studies presented in the course and the extent to which they will be able to replace with their own; |
| o |
discuss preparatory arrangements for the cascading process; |
| o |
provide information on the ‘state of play’ of their trusts’ broader implementation planning. |
Training materials
Trust trainers are provided with the following:
Trainers’ Notes comprising a ‘script’, references and instructions relating to each slide in the course powerpoint.
Case study examples outlining all case studies featured in the one-day course in the event that trust trainers choose to use some or all of these studies.
Note These documents will be available to organisations that are considering submitting a tender. The course is currently being revised but the final product will not differ substantially from that represented in the current training materials.
2. Tender brief
a) To develop and produce high quality DVDs that feature:

Day One, the sexual abuse course, in it’s entirety with appropriate editing; |
| o |
Snapshots of Day Two (to be negotiated) with appropriate editing. |
The successful applicant will be expected to identify suitable actor(s) to describe the case studies featured in the one-day course (i.e. Day One above).
It is anticipated that a number of participants for the DVD will be drawn from the existing trust trainer cohort - the NMHDU will be responsible for due arrangements, and expenses for their involvement in both days are not included in the tender sum.
b) To incorporate a simple means for trust trainers - should they wish to - of locating and screening, on an individual basis, the longer case studies featured in one-day course.
3. Desired Key outcome of DVDs
To maximise the quality and efficacy of the cascade training process and, in particular:

To act as a revision tool for those trust core trainers who have attended the two-day ‘training the trainers’ course. |
| o |
To enable trust trainers, if they so wish, to utilise the DVD in the cascading process and, in particular, to screen individual case studies featured in the DVD whilst they’re delivering the course. |
| o |
When additional trainers are identified within individual trusts (who will not have access to a two day ‘training the trainers’ course), to assist them in cascading the course effectively. |
| o |
To assist higher education institutions in either directly delivering the one-day course or in considering the best means of embedding abuse issues in their course curricula. |
4. Scope of tender bid
NMHDU invites tenders by written proposal - that should not exceed 2500 words - to fulfil the tender brief (as described in No.2).
Written proposal should include the following:

Details of pre-production, production and post-production stages of the project with timelines. |
| o |
Outline of key features of the final product eg visuals; means of identifying and screening of individual case studies (integral part of one day course). |
| o |
Means of identifying and involving actors in narrating case studies. |
| o |
Process of consultation with Leads from the National programme |
| o |
Demonstration of track record in undertaking this kind of brief with respect to technical quality, innovation and meeting
deadlines (this aspect can be supported by relevant appendices or
examples of related work successfully completed). |

Approximate duration of the project. |
5. Project budget
The project budget should not exceed £20,000.
6. Project timescale
Commencement of the preparatory phase: March 2010
