NMHDU PSA 16 Project

NMHDU has been commissioned to provide national support to the implementation of Public Service Agreement (PSA) 16 on accommodation and employment. This seeks to improve these outcomes for the four most excluded groups in society; people in contact with secondary mental health services, people with learning disabilities, offenders and young people leaving care. Particular focus will be given to people with mental health problems and people with learning disabilities, although work will extend to ensuring consistency with PSA activity on offenders and care leavers. NMHDU PSA 16 Project will support the regional delivery plans being led by Deputy Regional Directors of Social Care in Government Offices to engage Local Authorities and health organisations to work together to ensure the PSA drives change at local level.

PSA 16 Project Key Activity

Supporting national policy colleagues in cross directorate and cross government working.

  • Feed into developing policy within DH, where the activity will support PSA outcomes.
  • Provide a bank of knowledge on mental health/social inclusion /exclusion/social policy to provide expertise to external stakeholders and government colleagues
  • Linking across the NMHDU programmes particularly Commissioning, Public Health and Wellbeing and Improving Access to Psychological Therapies
  • Provide link at national level to the developing work of Dame Carol Black to disseminate to and support both regional & SHA work.
  • Providing national and co-ordinated leadership in partnership with Valuing People team

Support the regions in their responsibilities for delivering PSA 16

  • Working with DRD's responding to their requests for support
  • Dissemination of evidence base
  • Co-ordinate gathering, publishing and disseminating of best practice
  • Offer expert advice on employment and housing.
  • Work with the DRD's to assist in engaging both SHA s and Mental Health Trusts in delivering PSA 16/MH
  • Co-ordinate national activities that DRD's feel would help them in delivery within their regions e.g. meetings, networks, conferences
  • Commissioning activity to ensure academic rigour in collection, review and dissemination of knowledge and practice

Work co-productively with other national organisations and agencies

  • Support activity between DH, CLG and DWP on PSA 16 outcomes and across other government departments.
  • Ensure co-productive approaches with people with experience of mental health problems, carers and those using services.
  • Engage statutory agencies and organisations e.g.: JobCentre Plus, Learning & Skills Council, Homes and Communities Agency, Tenant Services Authority, National Institute for Adult Continuing Education, Association of Directors of Adult Social Services, NHS Employers, Local Government Association, NHS Confederation, Health and Safety Executive, Occupational Health and Safety Administration.
  • Third sector and other external stakeholders e.g. Sainsbury Centre for Mental Health, Mental Health Foundation, Rethink, National Housing Federation, Employers Forum on Disability.

I am delighted that New Horizons recognises that supporting positive mental health for all in the workplace, not just those with an identified mental health problem, should be a real priority. Employers have an absolutely key role. If people are supported properly in work, particularly by their line managers, then they are more likely to able to cope with pressures both at work and in their lives outside work.
